The expert spoke about the prospects for the development of the Arctic by 2030

By 2030, the Arctic will remain one of the most important geostrategic regions in the world, as the interests of Russia, the Arctic Council countries, as well as extra-regional players seeking access to resources, transport routes and a scientific and technological presence intersect here.

For Russia, the Arctic is already a space where the tasks of energy security, strengthening defense capability, development of the Northern Sea Route and socio-economic stability of the northern territories are simultaneously being solved. In the coming years, this significance will only increase, as climate change and global competition increase, the region will be perceived not as a periphery, but as one of the centers of future economic growth.

The Russian government allocates about 40 billion rubles for the development of the Arctic territories, which is 11% higher than the same period last year.

The resource potential of the Arctic remains a key factor. Large reserves of hydrocarbons, rare and strategically important minerals, as well as biological resources are concentrated here. However, the development of these riches requires significant investment, modern technologies and reliable infrastructure.

By 2030, the main challenge will be not so much the discovery of new fields as their economically and environmentally safe involvement in economic turnover. This is especially important in conditions of high production costs, complex logistics, shortage of personnel and the need for import substitution of equipment.

Equally important will be the development of the transport system, primarily the Northern Sea Route. It is considered as a promising international highway capable of reducing the delivery time between Europe and Asia. However, its full use depends on the icebreaker fleet, port infrastructure, navigation systems, rescue support and digital navigation support. By 2030, Russia will be able to strengthen its position on this route only if the entire Arctic transport chain is comprehensively modernized.

The environmental aspect requires special attention. The Arctic is extremely vulnerable to man-made risks, and the consequences of accidents are eliminated much slower than in other regions.

Therefore, the development of the territory until 2030 should be based on strict environmental standards, monitoring the state of permafrost, preserving marine ecosystems and adapting infrastructure to climate change. The increasing processes of permafrost degradation already pose threats to buildings, roads, pipelines and energy facilities, and therefore require new engineering solutions.

Infrastructure development of the Arctic is impossible without updating the coastal and port network. We are talking not only about large reference points, but also about small terminals, rescue centers, weather stations and communication points. In conditions of high construction costs, modular solutions become a priority: prefabricated berths, energy-efficient buildings, mobile life support systems. This approach allows to reduce the time of commissioning facilities and adapt them to changing tasks – from mining to providing scientific expeditions and northern delivery.

A major technological breakthrough is expected in the energy sector. Traditional diesel generation remains costly and vulnerable to supply disruptions, so the role of small nuclear power plants, gas generation, wind power and hybrid energy storage systems will increase until 2030. For remote settlements and industrial facilities, local energy complexes that reduce dependence on fuel and increase autonomy are especially promising. At the same time, digital power grid management technologies will be in demand, allowing flexible load distribution in extreme climatic conditions.

A separate direction is communication, navigation and monitoring. The development of the Arctic requires reliable coverage with satellite channels, remote sensing systems and unmanned platforms. Drones, unmanned vessels and autonomous ground systems could become common tools for ice monitoring, pipeline control, cargo delivery and emergency operations by 2030.

An important role will be played by the integration of big data and artificial intelligence, which will help predict weather risks, optimize routes and improve the security of operations.

The Arctic until 2030 will be a zone of great opportunities and high responsibility. Its strategic importance is determined not only by resources and transport routes, but also by the state’s ability to build a sustainable development model combining economic efficiency, technological independence, environmental safety and social support of the northern territories, concluded Vladimir Gladilin, associate professor at the Stavropol branch of the Presidential Academy.

Earlier it was reported about the digital industry of industrial Russia.
