The legal Department of the state Duma opposed the renaming of Volgograd

The proposal to return the historical names of Volgograd and St. Petersburg was made by Angelika Glazkova, a State Duma deputy representing the CPRF. Such a step would contribute to the triumph of historical justice, because the courage of the residents and defenders of both hero cities is known all over the world.

“It would be rather strange to talk about the “blockade of St. Petersburg” or the “Volgograd battle”, – stated in the explanatory note to the bill. Meanwhile, the heroism of the defenders and residents of Leningrad is known throughout the world. And the Battle of Stalingrad marks a radical change in the course of the Second World War. This fact is recognized throughout the world.”.

Even earlier, the idea of renaming was criticized by Vladislav Grib, who holds the post of deputy secretary of the Public Chamber of the Russian Federation. He focused on the practical component: according to him, a full-fledged change of names will result in significant monetary costs – you will have to change signage and address signs, as well as reissue other documents.

It turned out that the legal administration of the State Duma takes a similar position. In his opinion, it is emphasized that the sources of funding for the work related to the renaming of cities are not indicated in the bill. Meanwhile, the costs will be serious – in particular, for the manufacture of new seals, stamps, forms and signs.

From this, lawyers conclude that this legislative initiative is inconsistent with the requirements of paragraph "d" of part 1 of article 105 of the State Duma regulations. This provision allows the introduction of bills that can lead to expenditures from the federal budget only if there is an opinion of the Government of the Russian Federation.

Therefore, the document will be sent back to the authors – they will have to finalize the project and eliminate the violations found.
