Relatives at work and contracts for their own: what the prosecutor's office of the Ulyanovsk region found
In the Ulyanovsk region, the Prosecutor’s office found 93 cases of conflict of interest in the work of municipal employees and heads of subordinate institutions

In the Ulyanovsk region, the prosecutor’s office found 93 cases of conflict of interest in the work of municipal employees and heads of subordinate institutions. One of the most common violations was the employment of relatives without notifying the employer. As a result of the inspections, 30 heads of educational organizations were brought to disciplinary responsibility.
Inspections showed that some heads of municipal institutions employed close relatives without reporting a possible conflict of interest. Similar cases were found in the Leninsky district of Ulyanovsk, as well as in the Inzensky, Veshkaimsky, Sengileevsky, Staromainsky, Sursky, Terengulsky and Tsilny districts of the region.
Violations were not limited to personnel decisions. In some organizations, relatives were involved in the performance of work, the provision of services and the supply of goods under contracts. Such circumstances were also subject to prosecutorial inspections.
Claims have arisen against the work of municipal units responsible for the prevention of corruption. The supervisory authority found that conflict-of-interest notifications had in some cases been improperly handled and decisions to dismiss staff for loss of trust had not been made unreasonably. The prosecutor's office took measures to eliminate the violations identified.
A separate trial is associated with the former head of the Ulyanovsk district Vladimir Kuzin. A criminal case was initiated against him under part 3 of Article 160 of the Criminal Code of the Russian Federation, which provides for liability for appropriation or embezzlement. According to the investigation, the official illegally received financial incentives.
Initially, Cousin left the position at his own will. However, the district prosecutor appealed to the court and obtained a change in the grounds for dismissal for loss of confidence. After that, information about the former head was included in the relevant register.
Thus, prosecutorial inspections affected not only individual personnel decisions, but also the work of the corruption prevention system in municipal bodies and subordinate institutions of the region.
