In Bashkiria propose to transfer the regions the right to regulate the development of AI
Today in the world there is no single and proven way to manage artificial intelligence

This applies to the law on artificial intelligence and other related legal norms. This topic was raised at the forum of information technologies “Digital solutions” in Moscow by Deputy Prime Minister of Bashkortostan Oleg Li.
According to Oleg Alexandrovich, the powers of Russian regions are formed exclusively by federal legislation. At the moment, both within the framework of the law on artificial intelligence and in various industry laws, the issue of delimitation of powers between the federation and the regions has not been fully resolved.
The Deputy Prime Minister analyzed the practice of federal states and stressed that there is no single proven effective mechanism for regulating AI in the world yet.
In the United States, for example, the federal government has a traditionally limited position, with a very high level of autonomy for the states.
- What do we actually have? Different independent laws, different prohibitions, different requirements for artificial intelligence, transparency and accountability. The result is a patchwork blanket: a completely incomprehensible, heterogeneous regulatory environment for business, said Oleg Lee.
In European countries, in particular in Germany, regions have significant autonomy in the regulation of various spheres of life and, accordingly, have the right to regulate artificial intelligence. But, unlike the US, Europe is covered by an umbrella in the form of a single EU law on artificial intelligence. In India, there is a pattern of delegating federal authority to the Indian states.
“The federal government sets common standards and states specify them at their regional level,” Lee said.
As for Russian practice, according to the Bashkir Deputy Prime Minister, there are no bans. However, according to Oleg Lee, this medal has a flip side.
Almost no industry law has now settled the issues of the permissible use of artificial intelligence, any rules. And there was a legal vacuum. Personally, this causes a certain wariness in relation to how artificial intelligence can be developed, where it can be used, how not to run into any offenses, he admitted.
In the current law of the Russian Federation on artificial intelligence, only the Russian authorities can manage the risks associated with the use of AI in various industries. Regions do not have such powers. At the same time, if you look at the duties of other federal agencies, almost nowhere, except for the Russian Ministry of Information, does artificial intelligence.
The deputy chairman of the Bashkir government is confident that the conflict will be resolved. But, according to him, it can take from a year to five years.
- This is a lost time, he said.
