From March 1, 2026 in Russia there is a law that fixes the practice of mentoring for graduates of medical universities and colleges

Since March 1, 2026 in Russia there is a law that fixes the practice of mentoring for graduates of medical universities and colleges. This was announced by the Minister of Health of the Republic of Crimea Alexei Natarov.
Since the beginning of the law on mentoring, 264 young specialists have been admitted to medical organizations of the Republic of Crimea. Of these, 62 are doctors, 202 are specialists with secondary medical education. Graduates of medical universities and colleges begin their professional activities under the guidance of experienced colleagues.
In Crimea, a register of mentors was formed - it included 99 specialists trained in mentoring in the field of health care. Separately, it was noted that it is important that mentoring is not formal.
A real mentor should be interested in the result, be able to support a young specialist and help him adapt to the profession and team. The role of heads of medical organizations in attracting and retaining personnel was also discussed at the meeting.
Young specialists assess not only the level of wages, but also the attitude of the head, the atmosphere in the team, working conditions, opportunities for professional development, housing issues and other social factors. Therefore, it is important for medical institutions to be competitive and maximally focused on specialists.
Colleagues made proposals on improving the social support measures for medical workers in the region. The possibility of making appropriate changes will be explored.
The personnel issue remains one of the key issues for the health of the Crimea. According to the data of September 2026, there is an acute shortage of teachers and doctors in the republic; the problem is partially solved by contracts on targeted training - annually about 200 students prepare to become doctors.
Targeted training in Crimea is expanding. In 2026, 334 medical students entered into targeted contracts with the Ministry of Health: 145 people entered universities under specialty programs, 66 - in residency, another 123 - in medical colleges. Graduates are required to work in the chosen medical institution for three years.
A set of support measures is in place to attract specialists in the region. Doctors in rural areas are paid up to 50 thousand rubles per month, the average medical staff - up to 30 thousand, also compensate for rental housing or mortgage, payment of utilities and provide land.
