In September, public transport in Ulyanovsk performed only 67% of scheduled flights. Inspections revealed violations in the work of carriers, and the most difficult situation was on certain routes of the Zavolzhsky district. The city authorities intend to strengthen control over the movement of buses before the onset of cold weather.
Passengers on routes No. 30 and No. 84 are experiencing a particularly acute shortage of transport. According to the city administration, it is in these areas in the Volga region that the greatest difficulties arise in the morning rush hours, when residents massively go to work and study.
One of the main reasons for the failure is the insufficient number of buses on the line. First of all, the problem concerns the routes that PATP-1 serves. As explained by the head of Ulyanovsk Alexander Boldakin, the company is experiencing a shortage of drivers, which is why it cannot provide the necessary release of transport.
The situation has improved in some areas. So, on the route No. 28, connecting the New city with far Zasviyazhye, sent ten new buses of large capacity SimAZ.
After the renewal of rolling stock, the number of cars on the line increased to 14, and passenger traffic increased by 89%. The administration expects that further replenishment of the fleet will increase the availability of transportation in other directions.
For PATP-1, it is planned to purchase eight more large-capacity buses. Three of them are expected to be released on city routes by the end of 2026.
Meanwhile, September inspections revealed that public transport problems are not limited to a shortage of drivers. During the month, the administration specialists conducted 57 control measures, which resulted in 17 acts and sent 12 claims to carriers for violating the terms of municipal contracts.
In total, the monitoring covered 60 city routes and more than 400 units of rolling stock. The data obtained confirmed that a significant part of the scheduled flights are actually not operated.
Additional difficulties arose against the background of proceedings with individual carriers who are suspected of violations during the transportation of preferential categories of citizens. Legal and financial risks may prompt some companies to reduce the number of cars in operation to reduce costs and possible penalties.
To control the situation, the city authorities use the Unified Regional Navigation and Information System. It allows you to track traffic and compare the actual number of flights with the established schedule.
Carriers who commit violations are sent demands for their elimination. In addition, companies are waiting for specific plans to restore regularity of traffic. In parallel, experts consider the appeals of passengers who report long waiting and non-compliance with schedules.
On the eve of the winter season, the administration of Ulyanovsk intends to pay special attention to the stability of public transport. The main task is to achieve a more regular exit of buses on routes and reduce the number of missed flights.
