In the flood zones of the Tarnairka and Talginka rivers in Makhachkala, capital construction was banned
The Office of Rosreestr in the Republic of Dagestan received official confirmations from the Ministry of Natural Resources of the Republic of Dagestan and Zapkasprybvod about the absence of engineering protection structures in the flood zones of the Tarnairka and Talginka rivers

The Office of Rosreestr in the Republic of Dagestan received official confirmations from the Ministry of Natural Resources of the Republic of Dagestan and Zapkasprybvod about the absence of engineering protection structures in the flood zones of the Tarnairka and Talginka rivers. In this regard, these territories are fully subject to strict restrictions of the Water Code of the Russian Federation.
According to the updated Article 67.1 of the Water Code of the Russian Federation, effective from August 4, 2026, the construction of any capital construction facilities within the boundaries of the flood zones is completely prohibited, except for the protective hydraulic structures themselves. As explained in the department, even the presence of engineering protection does not remove restrictions automatically - the construction of buildings will be possible only after the official exclusion of information about the zone from the state registers by the decision of Rosvodresursov.
The agency also provided key clarifications to property owners and buyers:
Given that the flooding zones of Tarnairka and Talginka cover a significant part of Makhachkala, Rosreestr recommends that before buying land and starting work, check the crossing of the development spot with the registry boundaries in the USRN and NSDD.
