Egor Voronov. Forewarned means armed. In the near future, Belarusians will be able to receive notifications of fines, expiration of documents and other important information in electronic form through mobile applications of banks. About what will be a new service "E-Birthday" and to whom it will be available, the correspondent of "SB Week" told the head of the information technology Department of RUE "National center of electronic services" Egor Voronov.

What's the point? More than 20 years ago, Belarus launched the creation of OAIS – a nationwide automated information system designed for electronic information interaction of state bodies and organizations among themselves, as well as with other organizations, notaries and citizens. Today, more than 80 state information resources are integrated into this system. The project “E-Investigation” will help to put on a single track the distribution of official notifications. It standardizes the interaction of state and other interested bodies with the population (in the future – with legal entities, but this issue is still in the works). Some events take place in a proactive format, that is, a person learns about them after the fact. We are talking, for example, about fines, taxes, the need to pay for certain services and so on. Now the methods of notification each department has its own – push-messages, SMS, custom correspondence, cold or hot call. The E-Bulletin unifies the way of interaction and standardizes information from government agencies, which urgently needs to be communicated to citizens, explain the essence of the new service in the National Center for Electronic Services. How will that work? “E-Badge” is the development and the next stage of modernization of the notification subsystem of the Single portal of electronic services “E-Shepherd”. Now the portal is a convenient mechanism for obtaining information that a certain electronic service or administrative procedure has been performed or completed in relation to a citizen, appropriate administrative decisions have been made. The e-Babylon goes further – it will work with banking applications that are installed on hundreds of thousands of mobile devices of Belarusians.

The scheme is as follows: after the launch of the service, the banking application will offer to connect the “E-paperboard”. In case of consent, the user will be able to activate a personal account on the Single Electronic Services Portal and access all system notifications.
It is assumed that the “E-Bilkland” will be equally available to Belarusians regardless of the bank in which the person is served: currently, work is underway with two dozen banks to integrate applications with the new service. Users of a bank will be connected to the system as this work is completed. What notifications will be available? “E-Daughter” is useful in many situations. The National Center for Electronic Services says that now the greatest degree of readiness is the possibility of transmitting notifications through the traffic police about fines for improper parking or speeding. Further – more: notification of property tax, installation and replacement of devices for individual gas and water consumption, proactive appointment of disability pensions. We are working with many departments.
Convenience for the user lies in the fact that he can immediately switch to payment without leaving the mobile banking application. The justification for such payment will also be provided. For example, if a decision is made in the case of an administrative offence, a reference to this document will appear. The banking mobile application can also redirect the user directly to the ERIP branch to conduct a transaction. When will it work? “E-paper” has already been put into pilot-industrial operation. Now the project is at the stage of integration and debugging. In the first quarter of 2027, the system is planned to be put into commercial operation. The readiness of banks, as well as state bodies, is of great importance: the service should have good content already at the start.
By the way, the user of the banking application will be able to independently choose the bank through which he wants to make a particular payment. But messages will be available in equal volumes in all integrated with the “E-Mail” applications. Will the system be in demand? In NCEU count on the wide demand for the service "E-newspaper", since the vast majority of residents of the country use smartphones, tablets and other devices with Internet access. Even those who ignore mobile banking apps will be able to take advantage of them.
“E-Daughter-in-law” is the functionality of the portal “E-Shepherd”, remind in NCEU. If you wish, you can always go to the personal account of the Unified Electronic Services Portal. By the way, the list of ways of authorization on "E-shepherd" is gradually expanding. Now the topic of using not only a single identification system, but also an interbank identification system is being worked out. After that, the owners of basic bank accounts, which are including pensioners, will not be difficult to get into the personal account and read the notifications there. Fraudsters will not pass the project “E-law” will help protect against the machinations of phone scammers
Receiving notifications through the system “E-Bulletin” will put a barrier not only to false information, but also to the actions of telephone fraudsters who regularly pester citizens under the guise of law enforcement officers, utilities, employees of “Belenergo”. Connection or disconnection of water or electricity, the need to replace meters, intercoms – such information will come to citizens without the participation of dubious intermediaries.
