Yaroslavl activist pointed to problems with paid parking

Chairman of the Yaroslavl Union of Motorists Sergey Teryokhin addressed the Governor Mikhail Evraev with an open letter, in which he raised the issue of organizing paid parking in Yaroslavl. According to the public, the system needs improvement: individual parking areas are not clearly marked, because of which drivers risk getting fines, not knowing about the need for payment.

Teryokhin stressed that in general he supported the introduction of paid parking. More than a decade ago, he participated in research on the organization of traffic in the city, and considered it necessary to organize the parking of cars in the historic center. In addition, he studied the experience of Bulgarian Burgas and tried to offer it for use in Yaroslavl.

However, the current system, he said, works with shortcomings. In some places where parking fees are charged, there is no blue marking, which should indicate the corresponding area. Also, according to Tereokhin, some road signs are closed with black film or installed with violations of GOST requirements. The public believes that such circumstances can lead to unreasonable fines in the amount of 2.5 thousand rubles.

He said that he himself received such a penalty, although he has been using paid parking since the launch of the system. The fine could not be challenged either through the Traffic Organization Center or in the district court. According to the driver, in response to his objections, they referred to the serviceability and certification of the fixation complex, as well as the obligation of drivers to independently monitor the parking time and pay for it. Teryokhin objects that without noticeable signs and markings, it is difficult to determine the boundaries of the paid zone.

The public figure also drew attention to how such situations can affect the impressions of visitors about Yaroslavl. He called for eliminating shortcomings not only in the organization of parking areas, but also in the operation of the Yaparkivka application.

According to Tereokhin, in recent weeks, blue markings have been applied in the city center where there was none before, although paid parking has been operating since the end of last year. He believes that the correction of errors should be accompanied by a review of fines already imposed if they were imposed due to violations in the organization of parking space.

As an example, the publicist cited Moscow, where at the initial stage of the paid parking also had problems. According to him, motorists together with the media identified disputed areas, after inspections, violations were eliminated, and unreasonable fines were canceled. Tereokhin suggested using a similar approach in the Yaroslavl region.
