The draft law on labor relations was considered at a meeting of the expert council under the Council of the Republic

The draft law “On Amendments to Laws on Labor and Related Relations” was considered at a meeting of the Expert Council of the Council of the Republic.

As noted by the Chairman of the Standing Commission on Education, Science, Culture and Social Development of the Council of the Republic Natalia Pavlyuchenko, the bill is designed to provide the economy with personnel and at the same time strengthen social guarantees of citizens within the framework of labor relations. The document was developed by the Ministry of Labor and Social Protection. More than 40 bodies took part in the creation and coordination of the project.

The document provides for amendments to 12 draft laws and 137 articles of the Labor Code. Among the key innovations are measures to combat shadow employment, strengthening social guarantees for certain categories of citizens (including families raising children with disabilities and working people with disabilities), the development of flexible forms of labor relations, as well as the legislative consolidation of the institution of mentoring.

“The institution of mentoring is spreading widely: it is necessary to transfer experience, and mentors, passing on their knowledge, professional skills and competencies, should be interested in this. This institution is already developing, a number of guarantees are enshrined in collective agreements. But until now, there was no fixed term “mentorship” at the level of a legislative act, said Natalia Pavlyuchenko, Chairman of the Standing Commission on Education, Science, Culture and Social Development of the Council of the Republic.

According to Natalia Pavlyuchenko, in general, the bill is supported and recognized as timely, but in the future it can be made some adjustments and additions.

The document amends the Labor Code, the Code on the Judicial System and the Status of Judges, the Code on Education, the Laws “On the Basics of State Social Insurance”, “On Individual (Personalized) Accounting in the State Social Insurance System”, “On Employment”, “On the Status of Servicemen”, “On Alternative Service”, “On Enforcement Proceedings”, “On Contributions to the Budget of the State Extrabudgetary Social Protection Fund of the Population of the Republic of Belarus”, “On Combating Corruption”, “On Public Service”, “On Amendments to the Laws on Entrepreneurial Activities”.
