Effective use of human resources was discussed by the participants of the section “Personnel as the basis of stability and efficiency of industry: skills and retraining against shortage”, which was held today, September 30, on the sidelines of the II International Industrial Exhibition “INNOPROM”. The participants noted that in the conditions of high involvement of the population in the labor market, and low unemployment in Belarus and Russia, effective use of human resources is of particular importance: development of competencies, professional retraining and development of new professions. According to Belstat, in the second quarter of 2026, the unemployment rate in Belarus was 2.1%, and the employment rate of the population aged 15-74 years was 69%.
According to Svetlana Shaporova, director of the online recruitment service, according to the platform’s research, today the Belarusian market is experiencing a great need for workers.
- If we look at the share of vacancies of employees, we see that they occupy the largest share. That's 26 percent of the total. That is, most often our employers in Belarus are now looking for working staff, she said. – In fifth place – personnel for production, their share is also quite significant – 13.7 percent.
Svetlana Shaporova stressed that the need for workers is only growing. One of the reasons for this shortage, the expert called the demographic pit of the 1990s. In the current situation, according to the speaker, it is logical to focus on retraining and pay attention to the older age group of potential employees.
According to her, more than 80 percent of applicants in all age groups are ready to retrain.
- Including 82.9 percent of applicants over 45 are ready to retrain, she continued. At the same time, most applicants of all age groups expect that the employer will pay for their training and will guarantee employment.
During the meeting, the participants discussed the issues of retraining, in particular, how to distribute responsibility and investment between the state, business and employee; how to adapt the labor market and the training system to the needs of beginners, experienced workers and older employees; whether the development of the second and third careers can become an effective tool for expanding the human resources potential of the industry.
