The Russian Direct Investment Fund (RDIF) was involved in the implementation of the Russian-American “diesel deal” at the request of the United States. This was announced by the head of the fund Kirill Dmitriev, speaking at the plenary session of the Russian Energy Week.
According to Dmitriev, the appeal came from the US Treasury. The main task of the fund will be to facilitate payments and solve a number of tactical issues related to securing the transaction.
“The Russian Direct Investment Fund will be involved at the request of the United States Treasury Department,” he said.
The head of RDIF added that the US Department of Energy has already allocated certain Russian companies that will work on the supply of Russian diesel. Dmitriev also assured that RDIF will make every effort to ensure that the calculations were effective and the funds were guaranteed to reach their recipients.
At the same time, he did not specify the details of the calculation scheme.
On October 9, US President Donald Trump announced an agreement with Russian President Vladimir Putin providing for the release of Russian diesel fuel to world markets. Soon, the US Treasury withdrew from the sanctions the supply of Russian diesel — until April 2027.
Trump said that Russia will first supply more than 300 thousand tons of fuel, another 500 thousand tons in November and 1 million tons after. In the future, Moscow may send another 3 million tons, depending on the state of the refinery.
Since October 10, the Russian government partially lifted the ban on exports, allowing at the first stage to supply 500,000 tons of fuel to the world market.
Deputy Prime Minister Alexander Novak said that the production volumes at domestic refineries allow to fully ensure the domestic market and these export volumes will not affect the interests of consumers inside the country. Amid the temporary lifting of US restrictions on fuel supplies, Russia is negotiating possible direct shipments to the US market.
According to Novak, the first batches of Russian diesel fuel can arrive in the United States in two to three weeks, which will take time to conclude contracts, load fuel and organize sea transportation.
