In three districts of the Kirov region, dogs bit children
Specialists of the Rosselkhoznadzor Department for the Kirov region, the Udmurt Republic and the Perm Territory on October 7, 2026 announced official warnings to pet owners from the Arbazh, Kumen and Kirovo-Chepetsk districts

The reason for the response was the materials of inspections of the regional veterinary department and police officers received in September 2026 after several incidents with the attack of dogs on minors.
The first case occurred on July 25 in the village of Kislyaki, Arbazh district, where a husky nicknamed “Archi” bit a girl born in 2012.
Later, on August 10, in the village of Vichevshchyna, Kumensky district, a teenager born in 2011 suffered from the attack of a red dog named “Jack”.
Another incident was recorded on August 29 in the village of Loban village of Prosnitsa of the Kirovo-Chepetsk district, where a gray dog named “Archi” bit a child born in 2016.
According to the state veterinary service, the owners of pets grossly violated the established safety regulations.
Instead of immediately bringing the animals to the vet within the first 12 hours of the attack, the owners brought them to the examination with a significant delay - after 2, 4 and 10 days.
This did not allow the dogs to be placed on a mandatory 10-day quarantine under the supervision of specialists and to carry out emergency vaccination, which endangered the health and lives of the affected children.
Such negligence is a direct violation of veterinary rules governing the prevention and prevention of the spread of rabies.
The supervisory authority draw attention to the fact that rabies is a deadly viral infection that affects all mammals and humans.
Animal owners bear full administrative responsibility for non-compliance with sanitary standards, and in cases of serious harm to health or death of a person, the legislation provides for criminal liability.
