Agrarian competence, science and education. What initiatives Belarus offers to SCO member states
What initiatives and competencies Belarus offers to the member states of the Shanghai Cooperation Organization, the Deputy Foreign Minister said.

What initiatives and competencies Belarus offers to the countries participating in the Shanghai Cooperation Organization, said Deputy Foreign Minister Pavel Utyupin. This is reported in the telegram channel “Government of Belarus”, writes sb.by.

Pavel Utyupin noted that the Shanghai Cooperation Organization is an authoritative international organization. The participating countries account for almost 50% of the world’s population, about 30% of world GDP and a significant share of foreign trade. Belarus cooperated with the SCO countries in the framework of bilateral relations and multilateral formats, including the Eurasian Economic Union and the CIS. The country became a full member of the SCO in 2024, and we have the opportunity to directly participate in the adoption of certain decisions. We try to make proposals and transfer our initiatives, practices, results and competencies, he said.
Belarus has significant competences in agriculture. Last year, an exposition of the SCO countries was organized at the Belagro exhibition. In 2026, the initiative was developed: the AgroSHOS forum was held on the sidelines of Belagro, where representatives of the organization’s countries and its secretariat participated. According to Pavel Utyupin, Belarus showed its competences and put forward proposals on how to develop them in terms of joint production in the field of sanitary, epidemiological and phytosanitary requirements necessary for the free movement of goods. “The main objective is to facilitate the unimpeded movement of goods, services and capital between participating countries. In the future, observer countries and partner countries, of which there are now 17, can join this process, the Deputy Foreign Minister explained.
This year, a meeting of the SCO education ministers was held, at which Belarus presented the Minsk Initiative. It involves combining education, science and the real sector of the economy for the development of applied developments. Minsk has become a platform not only for a ministerial meeting, but also for a forum of SCO rectors and a forum of young scientists. “Thus, we are trying to introduce our own initiatives into the SCO agenda,” added Pavel Utyupin.
Today, Tajikistan will host a meeting of the SCO Heads of Government Council, which will be attended by Belarusian Prime Minister Alexander Turchin.
