The expert explained when replacing windows requires the consent of neighbors
A simple replacement of a wooden window with a plastic window is allowed, but the expansion of the window opening can turn into a lawsuit.

Many apartment owners dream of panoramic views or just want to upgrade the interior. But where is the fine line between personal repairs and interference with common property? State Duma Deputy Alexander Yakubovsky explained the key rules that will help to avoid fines and litigation.
If you simply change old wooden frames to modern plastic (or aluminum) frames of the same size and in the same place, you are acting within the law. This is considered an ongoing repair of personal property. To hold a general meeting of tenants or to obtain the approval of the management company (CC) in this case is not required.
The situation changes if you plan to:
• Expand the existing window opening;
• Move the window to another wall;
• Cut an extra window where it wasn't.
The facade of the building and supporting structures are common property. Any changes affect the interests of all residents and require official approval. Often it is necessary to collect signatures of qualified majority and sometimes 100% of owners, which in practice is fraught with long conflicts.
If your home is a cultural heritage site, the rules are tightened many times over. There are strict regulations on the appearance of the facade: color, material and even the shape of window bindings. Any amateur activity is quickly suppressed by the regulatory authorities with the requirement to return everything to its original form at its own expense.
Even with the usual replacement of windows, the owner must ensure that installers do not damage the facade, external slopes or other elements of the common property. Any damage caused will have to be compensated from your own pocket, writes RIA Novosti.
Before calling the drill crew, measure seven times: whether you are simply changing glass or trying to change the architecture of the entire building.
