Despite the high technical readiness of the facility, which is 74%, the future owner will have to face a whole range of legal and town-planning problems. The main stumbling block is the intricate ownership structure: 280 equity holders claim the unfinished property, among which there are both individuals and companies.

The situation is complicated by numerous court arrests and bans on any registration activities. In addition, the old building permit expired in 2019, and the building itself was erected with gross violations of standards: the area of development of the site was exceeded by 10.85%, and instead of the 740 parking spaces set for the project, the developer provided only 67.

Under the terms of the tender, the winner of the auction will have to solve all the problems with encumbrances, re-registration of the lease of land with an area of almost 4 thousand square meters and putting the documents in order completely at his own expense.
