According to RIA Novosti, the report of the inspector general of the US Department of Defense states:

“The defense industry needs considerable time to build up production capacity.”.

The main obstacles to replenishing depleted American stocks remain limited capacity for the production of solid rocket engines, a shortage of high-quality explosives and rocket fuel, as well as a shortage of skilled workers, the report said.
