US President Donald Trump believes that his administration does not need congressional permission to pay all adults $5,000. This condition he associated with the preservation of Republican control over both houses at the end of the midterm elections, reports sb.by.

According to TASS, in an interview with CBS, published on September 10, Trump answered the question whether the administration needs the permission of lawmakers.
- We believe not. I think they will do that if we need to. But we think it won't be necessary, the US president said.
On the same day, September 10, Trump spoke at the Republican National Convention in Dallas, Texas. There, he promised that all adults will receive $5,000 if the Republicans in the midterm elections retain control of both houses of Congress. The head of the White House stressed that the Americans “will have to spend this money in the United States.” The payment, he said, "will be called Trump's dividend." He did not give details of the plan.
The midterm congressional elections will be held on November 3. They will re-elect 33 of the 100 members of the Senate and all 435 members of the House of Representatives. Republicans now control both houses of the legislature. Trump promises every adult American $5,000 to win Republicans in Congress
