The labor market of the Pskov region in the autumn of 2026 shows a pronounced shortage of personnel - in a number of professions, competition among applicants is so low that employers have to literally fight for each specialist. According to analysts hh.ru, in September, 11 professions were identified in the region, where less than four active resumes account for one vacancy.
The key problem is the acute shortage of representatives of working professions, as well as employees in the fields of trade, catering and delivery. The hh index (the ratio of the number of resumes to the number of vacancies) clearly reflects the scale of the problem: the lower it is, the harder it is for companies to close open positions.
Chefs, bakers, pastry chefs headed the anti-rating of the shortage of personnel with an hh.index of 1.1 – this means that almost every vacancy is claimed by only one applicant. At the same time, employers noticeably raised rates: the median salary in September 2026 reached 48,500 rubles (a year ago - 40,000 rubles), and the salary fork varies from 42,000 to 115,500 rubles.
Administrators of shops and shopping halls are also in great deficit: hh.index - 1.4. Companies are willing to pay an average of 64,000 rubles (against 46,200 rubles a year earlier), offering a range of 48,000-73,500 rubles.
The situation is similar with sales consultants and sales cashiers (hh.index is also 1.4). The median salary here is 47,600 rubles (in September 2025 – 42,000 rubles), and employers offer from 38,200 to 56,300 rubles.
Among technical specialists, electrical installers, electrical technicians and electrical technicians are especially in demand (hh.index - 1.5). Salaries here have increased significantly: the median offer in September amounted to 180,000 rubles against 67,500 rubles a year ago, and the fork reaches 207,900 rubles.
The absolute leader in terms of payment among scarce professions is welders. With the hh.index of 1.7, the median salary reached 295,000 rubles (in 2025 - 180,000 rubles). The range of offers is impressive: from 106,000 to 390,000 rubles.
Stable high demand for locksmiths and plumbers (hh.index - 2.0). Median salary — 112 500 rubles (was 65 000 rubles), fork — 55 700-220 000 rubles.
Engineers are no less in demand (hh.index 2.0): employers offer an average of 162,500 rubles (a year ago - 100,000 rubles), with a spread from 67,500 to 250,000 rubles.
Suddenly high salaries are also offered to couriers: with a hh.index of 2.3, the median rate is 190,000 rubles (last year - 147,600 rubles). Applicants can count on 152 800-192 900 rubles.
Handymen are also included in the list of scarce personnel (hh.index - 2.4): the median salary is 128,100 rubles (was 112,000 rubles), the range is 81,300-154,000 rubles.
For sales representatives, the hh.index was 2.6. Interestingly, the median salary decreased slightly to 75,000 rubles (a year ago it was 80,000 rubles), although the upper limit reaches 137,900 rubles.
The list is closed by production line operators, stokers and boiler house operators with hh.index 3.4. The median salary is 65,000 rubles (it was 60,000 rubles), and the fork reaches 200,000 rubles.
Data hh.ru show that the labor market of the Pskov region is experiencing a serious personnel imbalance. The shortage is especially acute in working professions, where the increase in wages was a direct consequence of the shortage of specialists. Employers are forced to raise rates to attract employees, but even this is not enough to completely close vacancies.
