On October 16, 2026, a meeting of the Expert Council of the Territorial Development Fund (TDF) was held, at which experts, representatives of the Ministry of Construction of Russia and the largest financial institutions discussed successful practices and challenges in implementing integrated development projects in Russia.
Scope of the task
To date, 1,558 KRT projects in 81 regions are being implemented in the country. Their total urban development potential is 229 million square meters. m of real estate. According to Pavel Trekhleb, Deputy Director General of the Federal Republic of Tajikistan, the KRT is a key tool for responding to citizens’ requests for a comfortable environment and economic challenges of the regions.
“This is a tool that makes it possible to implement large-scale projects that can provide a significant synergistic effect in the future for the development of cities and improving the quality of life of people,” Pavel Trekhleb emphasized.
Smolensk case: the first experience of the Federal administration
The central example of successful implementation at the meeting was the project in Smolensk. This is the first project of the KRT in the country, where the operator is directly the federal institute – the Territorial Development Fund.
Parameters of the Smolensk project:
Area: two territories with a total area of 17.7 hectares.
Potential: about 80 thousand square meters. m of real estate.
Housing: construction of about 940 new apartments.
Economy: Create about 170 jobs.
At the moment, the project demonstrates a high degree of readiness: all emergency apartment buildings within the territory have already been settled, 320 people received new apartments. At the first site, old buildings were demolished and land plots were formed, at the second site engineering surveys are being conducted. Bidding to attract an investor is scheduled for 2027.
Legal aspects and national objectives
The Council participants noted that the regulatory framework needs to be improved to further scale the mechanism.
The implementation of the projects of the KRT allows to solve problems aimed at achieving Russia’s national goals. In this regard, the improvement of regulatory acts and the elimination of excessive administrative barriers contributes to the development of the KRT, said Marianna Dashevskaya from the Ministry of Construction of Russia.
The meeting was also attended by representatives of DOM.RF, VEB.RF, Strelka CB and RNCB Development Bank.
The development of the KRT mechanism is under the personal control of the government. Earlier, Deputy Prime Minister Marat Khusnullin said that by 2030 the share of housing introduced under such projects should be 10% of the total construction in Russia. This will make it possible to comprehensively update cities, addressing not only housing, but also social, transport and engineering infrastructure.
