Finding an apartment for long-term rent at a relatively low price is easiest in Penza. The regional center topped the rating of large Russian cities with the lowest cost of long-term rental housing.

Finding an apartment for long-term rent at a relatively low price is easiest in Penza. The regional center topped the rating of large Russian cities with the lowest cost of long-term rental housing.
This is evidenced by the data of the study “Avito Real Estate”, which leads TASS.
In September 2026, you could rent an apartment in Penza for an average of 19.9 thousand rubles per month.
Penza was in first place in terms of cheapness of rent, followed by Voronezh and Lipetsk, where the average cost of rented housing was 23.6 thousand rubles per month. Also among the cities with the lowest rental rates were Ulyanovsk and Orenburg. Renting an apartment there cost an average of 23.8 thousand and 24.8 thousand rubles, respectively.
For comparison, in Moscow, the cost of long-term rental housing reached 80.1 thousand rubles per month, and in St. Petersburg – 44.5 thousand rubles.
At the same time, analysts note that the number of available offers is increasing in the Russian housing rental market. In September 2026, the number of long-term rental apartments on the Avito platform increased by 29% compared to the same period last year.
The most noticeable increase in the choice of studios – by 39%. The number of one-bedroom apartments offered for rent increased by 38%, two-bedroom apartments by 21% and three-bedroom apartments by 11%.
According to Konstantin Kamenev, head of the category of long-term lease of Avito Real Estate, the expansion of the offer is due to several factors at once. In particular, apartments in newly commissioned houses, including those purchased for investment purposes, enter the market.
In addition, some tenants decide to buy their own housing and vacate previously rented apartments. At the same time, they begin to lease objects that were previously empty.
The increase in the number of offers increases competition between owners. Now when choosing an apartment, tenants can pay attention not only to the cost, but also to the state of housing, its location and conditions of hiring.
For residents who do not plan to buy their own housing, this situation can be an advantage. Relatively low rental rates allow you to spend less on renting an apartment than residents of many other large cities of Russia. And expanding the choice of housing allows you to choose a suitable option not only for the price, but also for the location and living conditions.
