Marat Sattarov is accused of aiding in deliberate bankruptcy and tax evasion for more than 270 million rubles. Together with him, the UAE handed over to Russia two more wanted through Interpol channels

The UAE handed over to Russia three men who were on the international wanted list, including the former head of the oil company. This was reported by the official representative of the interior Ministry Irina Volk.

Today, at Dubai International Airport, representatives of the competent authorities of the United Arab Emirates handed over two citizens of the Russian Federation and a citizen of one of the countries of the Central Asian region to employees of the National Central Bank of Interpol of the Ministry of Internal Affairs of Russia and the Federal Penitentiary Service of Russia. They were wanted through Interpol channels for committing crimes on the territory of our country, she said. The names of the extradited were not given.

According to the Ministry of Internal Affairs, the former head of the oil company, together with accomplices, illegally transferred to affiliated organizations and persons the rights to extract oil and gas, as well as movable and immovable property of the enterprise. According to the agency, this led to bankruptcy and damage to the budget and other creditors by more than 18.5 million rubles. In addition, the defendant understated the volume of mining, which allowed not to pay more than 274 million rubles. taxes. A criminal case was opened in 2019.

According to RBC in the Prosecutor General’s Office, one of the extradited — the former head of the oil company — Marat Sattarov, who previously headed Kalmneft. His extradition was initiated by the supervisory authority. Sattarov is charged with aiding in deliberate bankruptcy (part 5 of Article 33, Art. 196 of the Criminal Code) and tax evasion by the organization (p. b. part 2 of Article 199 of the Criminal Code).

According to the investigation, from January 2016 to December 2017, Sattarov managed the financial and economic activities of the company engaged in the production and sale of petroleum products. He deliberately understated production to obtain unjustified tax benefits. This made it possible not to pay mineral extraction tax, VAT and income tax. The total debt exceeded 270 million rubles, the Prosecutor General’s Office said.

The second extradited, according to the Ministry of Internal Affairs, concluded a fictitious investment agreement for the fiber optic production project and received bank bills for more than 2.4 billion rubles, which he transferred to the accounts of his company according to forged documents. To legalize the funds, he transferred more than 2.7 billion rubles to the accounts of a foreign company and made other illegal currency transactions, according to the agency. He is also accused of bribing a witness to give false testimony.

The third defendant, a citizen of one of the states of Central Asia, is accused of transferring a bribe of 1.4 million rubles to officials of a municipal budgetary institution in the Kaluga region through an intermediary. According to the Ministry of Internal Affairs, this happened in 2021-2022 in the interests of the legal entity represented by it.

All three, according to the Interior Ministry, fled abroad, were put on the international wanted list and detained in the UAE. Their transfer was coordinated with the interaction of the Russian bureau of Interpol with foreign partners and the participation of the representative of the Ministry of Internal Affairs of Russia in the Emirates.

LLC "Kalmneft Management Company", which was headed by Marat Sattarov, was later renamed "Tesarus" - this is indicated in the materials of the arbitration court.

In September 2019, the Department of the Investigative Committee for Kalmykia announced the announcement of Marat Sattarov on the wanted list in the case of tax evasion by an organization on an especially large scale. According to the agency, he fled the investigation. Marat Sattarov’s father, Nurulla Sattarov, was also wanted in September 2019 in the case of bribery to an official on a large scale. He headed the Congress of Tatars of the Tyumen region, previously worked in the regional prosecutor’s office and was engaged in the oil business in Kalmykia. Among his assets were called “EuroSiboil” and “Komsomolskneft”, the General Director of which was his son Marat, wrote RIA “New day”.
