Penza region entered the top 15 regions by the number of sites in flooding and flooding zones

Buying land for building a house is a serious step in which it is important to consider not only the value of the land and its location. It is also important whether the territory is in the zone of possible flooding or flooding. In Russia, there are millions of such sites, and the Penza region was among the regions with the highest rates.

According to the service of inspection of land plots GISLS, which leads RIA Real Estate, in the Penza region within the boundaries of the established zones of flooding and flooding are fully or partially 78 026 land plots. Of these, 50,240 are without buildings.

In terms of the number of such sites, the Penza region ranked 14th among the Russian regions represented in the study.

For comparison, in the neighboring Saratov region there are 25,369 sites in flooding and flooding zones, of which 16,342 are not built up. There are 12,198 such plots in the Republic of Mordovia, including 6,602 without buildings. In the Tambov region – 20 583 and 10 755, respectively.

In total, according to analysts, about 3.75 million land plots in 84 regions are located within the boundaries of the established flooding and flooding zones in Russia. Of these, approximately 2.57 million, or 69%, have no buildings.

Most of these territories were identified in the Krasnodar Territory - 502.9 thousand plots. Following are Sverdlovsk region with 196.5 thousand and the Republic of Dagestan with 195.2 thousand. The top ten also included Rostov, Samara, Moscow and Nizhny Novgorod regions, Krasnoyarsk and Primorsky territories, as well as Bashkortostan.

According to the founder of the GISLS service Leonid Solovyov, among all the sites located in the flooding and flooding zones, about 1 million are intended for personal subsidiary farming, another 963.6 thousand for individual housing construction. Approximately 632.3 thousand belong to plots for gardening and dacha use.

At the same time, in the summer, Russia signed federal law No. 301-FZ, prohibiting the development of territories for the construction of capital construction projects in areas prone to flooding and flooding. An exception is provided for engineering protection measures.

According to the expert, almost 1.2 million sites in the country fell into flooding zones due to the previously used methodology for determining their borders. According to the rules in force from June 5, 2024, such areas could be located outside the flood zones. However, the established boundaries do not automatically change – this requires a separate revision.

Residents of the Penza region, who are going to buy land for the construction of a house, it is important to check in advance the location of the site and the current restrictions. After all, even if the area looks suitable for development, its location in the established zone of flooding or flooding can affect the possibility of future construction.
