Rosreestr of Bashkortostan: “With the advent of figures, the scheme of renting housing becomes more sophisticated”
More than 150 thousand residents of Bashkortostan for nine months of 2026 voluntarily “closed” their property from scammers: transactions with their property can not be carried out without their personal participation

Deputy head of the department Alexander Zhdanova presented statistics that are both calming and alarming. On the one hand, more than 150 thousand filed applications about the impossibility of registering transactions without personal participation is a record indicator of civil liability. On the other hand, it indicates that the schemes for renting housing are becoming more sophisticated.
- The state has built a powerful system of protection, - said Alexandra Zhdanova. But the main barrier to attackers is the legal literacy and vigilance of citizens themselves. Submitting an application to the MFC or through Public Services instantly blocks any attempts by fraudsters to dispose of your property using forged documents or powers of attorney. This is a preventive measure that works faultlessly and for free.
Many people mistakenly believe that the state registrar is the final and impenetrable filter that checks the transaction for all possible risks. That's not exactly true.
Specialists of the Rosreestr Department explain: the registrar conducts a legal examination of documents for their compliance with the law. He is not present at the signing of the contract, cannot assess the mental state of the parties and does not conduct a forensic examination of the authenticity of signatures. If the registrar has the slightest suspicion of forgery, the process is immediately suspended, and the information is transmitted to law enforcement agencies. But it's better not to drive until then.
Digitalization of services has simplified many processes, but at the same time has given new tools to scammers. And while lawmakers and agencies improve the system, the main guarantor of the security of their own home remains an attentive and legally savvy owner.
In order not to become a hero of the court chronicle, the Rosreestr administration recommends that buyers adhere to a strict verification algorithm.
For example, order an extended extract from the USRN about the transfer of rights. If an apartment has changed three owners in a year - this is not a reason for joy because of the "good investment", but a serious red flag. Such a deal should be abandoned.
Go to the websites of the Federal Bailiff Service (FSSP) and the Unified Federal Register of Bankruptcy Information (EFRSB). The seller’s debts or, even more dangerous, bankruptcy proceedings are a direct way to challenge the transaction by creditors.
Get information about persons who retain the right to use housing. It can be citizens who refused privatization in the 90s, or persons in prison. Their subsequent appearance on the doorstep is one of the most common nightmares of new owners. The contract must prescribe a condition for their mandatory removal from registration.
If the seller acts through a representative, checking the power of attorney on the official website of the federal notary chamber is mandatory. It will take five minutes, but it will save you millions of dollars.
Request a certificate from the Social Fund. If maternity capital was used when buying an object by the seller, shares for children should be allocated without fail. Transactions where this rule is violated are challenged in court especially often.
If you buy land or a house, make sure that the boundaries of the site are entered in the USRN. From March 1, 2025, the strict principle of “built – formalized” applies: you can connect gas or light to a new house only after it is put on cadastral registration. The absence of borders is the reason for the suspension of registration.
Beyond overt fraud schemes, there are legal time mines. For example, if there is no consent of the spouse of the seller of the dwelling, Rosreestr will make a special mark in the USRN. From that second on, your transaction becomes legally vulnerable and can easily be challenged in court by the seller's second spouse.
If there is an illegal redevelopment, the court may oblige you, the new owner, at your own expense to return the room to its original state.
Meanwhile, the State Duma introduced a bill that will oblige Rosreestr to notify owners of the lack of information in the USRN about the boundaries of their plots or unregistered buildings. This will allow citizens to eliminate legal gaps in time without waiting for problems.
