The Russians explained where to complain about the refusal of free medical care
If the state polyclinic refuses to enroll the patient to a doctor under the MHI policy, offering instead a paid admission, the circumstances should be recorded and a complaint filed

If the state polyclinic refuses to register the patient to the doctor under the MHI policy, offering instead a paid admission, the circumstances should be recorded and a complaint should be filed. On how to protect their rights, said the columnist of Tsargrad Elena Khmel.
First of all, it is necessary to record the date and time of the appeal, the data of the employee who refused to record, as well as save screenshots of electronic correspondence, if it was conducted. Then you should send a written statement to the chief doctor with a request to organize an appointment or explain the reasons for the refusal. If the document is not accepted in person, it can be sent by registered letter.
According to the federal program of state guarantees, scheduled admission of a specialist and diagnostic tests should generally be available within 14 working days. Shorter deadlines may apply in the regions. If the wait is delayed or free help is offered to replace paid, the patient has the right to apply for verification.
First, it is recommended to file a complaint with the management of the medical institution, and if this does not bring results - to the insurance company that issued the MHI policy. You can also contact the territorial fund of the MHI, the regional Ministry of Health or Roszdravnadzor. In case of inaction of these authorities, the patient has the right to apply to the prosecutor's office, and for reimbursement of expenses or compensation for harm - to the court.
If you have already paid for a service that should be provided free of charge, it is important to keep the contract and the check. These documents may be necessary in the proceedings and decision on the issue of refund.
The complaint should indicate the circumstances of the incident, the type of necessary medical care and the essence of the refusal, as well as attach supporting materials. As Elena Khmel emphasized, filing a complaint is a legal way to defend your rights.
Earlier research showed why in some Russian regions treatment is faster than in others.
