When the mortgage will fall in price - expert Novozhilov voiced the Tula forecast
Tulyaks, who plan to buy housing in a mortgage, can hardly count on a noticeable reduction in rates until the end of 2026

Tulyaks, who plan to buy housing in a mortgage, can hardly count on a noticeable reduction in rates until the end of 2026. After keeping the key rate at 14%, annual market lending conditions will remain tight until at least December. This forecast was given by the deputy head of the department of strategy and finance M2 Yakov Novozhilov, writes the portal banki.ru.
According to the expert, the average market mortgage rates are now about 18.8% in the primary market and 18.7% in the secondary market. The high cost of loans will continue to hold back demand, especially among buyers with a small down payment.
At the same time, Tulas who need to buy housing, Novozhilov does not advise automatically to postpone the deal. Those who are looking for a new building, he recommends to follow the proposals of developers in November and December. At the end of the year, developers can offer additional discounts, special conditions and customized purchase options to fulfill sales plans.
However, residents of the arms region should not expect a massive drop in prices for new buildings: we are talking, rather, about discounts on individual apartments and projects. When choosing housing, the expert advises to pay attention primarily to the final cost, and not to the amount of the declared discount.
Novozhilov expects a more noticeable improvement in the conditions of the market mortgage in 2027 - as the key rate is further reduced. Therefore, Tulas who are counting on affordable loans will probably have to wait, while buyers with the right financial capabilities should compare specific offers now.
Earlier, “MK in Tula” reported that in September 2026, the average cost of long-term rent of an apartment in Tula amounted to 31.6 thousand rubles per month. Over the year, rent fell by 9%, and the choice of affordable housing increased by 49%, according to the analytical center “Avito Real Estate”. At the same time, interest in one-bedroom apartments increased by 14% compared to the beginning of summer, and the annual demand for long-term rentals increased by 3%.
