Penza entered the top five cities with the strongest drop in prices for rent “three”

In Penza over the past three months, the cost of renting apartments of all types has decreased. Especially noticeably cheaper three-room apartments: according to this indicator, the city entered the top five settlements of Russia with the most significant reduction in rental rates.

As part of the study of the federal portal “World of Apartments”, the change in the cost of rental housing in 70 cities of Russia was studied in the third quarter of 2026 – from July to September.

So, the rent of a one-room apartment in Penza fell in three months by 3.8%. You can rent such housing for an average of 18 450 rubles per month. This is the lowest of all 70 cities in the survey.

The cost of renting two-bedroom apartments has changed slightly. For the quarter, it decreased by 0.2%, averaging 23,628 rubles per month. According to this indicator, Penza was also among the most affordable cities for tenants.

The most significant decrease was recorded in the segment of three-bedroom apartments. Their rent fell by 11.5%, to 29 057 rubles per month. In terms of price decline, Penza ranked fifth among the cities studied. Rents decreased significantly only in Kurgan (-15.3%), Kirov (-15%), Cheboksary (-12.9%) and Nizhny Tagil (-12.8%).

At the same time, the Russian dynamics turned out to be the opposite. On average, in the studied cities, the rent of one-room apartments for the third quarter rose by 0.9%, to 27,373 rubles per month. Two-room apartments increased in price 1.6%, reaching 34,416 rubles, and three-room apartments - 0.3%, to 43,284 rubles.

Average rental rates in Penza were significantly lower than the all-Russian indicators. For example, renting a one-room apartment in the city costs about 8.9 thousand rubles cheaper than the average for the studied settlements, and a three-room apartment is 14.2 thousand rubles.

For comparison, in Saratov, the rent of a one-room apartment is an average of 23,609 rubles, a two-room apartment is 30,784 rubles, a three-room apartment is 38,786 rubles. In Saransk, these figures reach 21,670, 27,243 and 30,204 rubles respectively.

Experts note that the current high season in the rental market has been unusually calm. According to Pavel Lutsenko, general director of the World of Apartments portal, the rate growth in the third quarter was much weaker than last year, when it was 4-6%.

One of the reasons analysts call limited financial opportunities of tenants, who are increasingly forced to save on housing. In addition, the number of apartments offered for rent in the portal database has quadrupled over the past two years, which also eased demand pressure on prices.

Against this background, Penza stood out not only by the relatively low cost of rental housing, but also by reducing rental rates in all three categories of apartments. This can be a good reason for Penza residents to rent more housing for a bargain price.
