In the Penza region, new buildings are almost twice cheaper than the average in Russia

Against the background of rising real estate prices in Russia, the Penza region continues to stand out with a relatively low cost of housing in new buildings.

As follows from the study of Domclik and the Center for Financial Analytics "Sbera", Penza region along with the Voronezh region and the Udmurt Republic for more than a year holds positions among the regions with the lowest prices for new housing.

At the end of September 2026, the average cost per square meter in new buildings of the Penza region amounted to 109.8 thousand rubles. This is the lowest indicator among the largest Russian regions considered by analysts.

For comparison, in the Voronezh region, a square meter of new housing cost an average of 134.1 thousand rubles, and in Udmurtia - 135.6 thousand rubles.

In general, in Russia, the cost per square meter in new buildings in September reached 194.6 thousand rubles. For the month, the indicator increased by 0.9%, and for the year - by 10.1%. It turns out that new housing in the Penza region costs almost 85 thousand rubles per square meter cheaper than the average Russian level.

The highest prices in the primary real estate market are recorded in Moscow, where a square meter costs an average of 425.3 thousand rubles. Next are St. Petersburg (281.4 thousand rubles), the Moscow region (231.8 thousand rubles), Tatarstan (196.2 thousand rubles) and Primorsky Krai (192.8 thousand rubles).

Penza region also entered the top three regions, where apartments in new buildings were sold more expensive than they were originally offered in ads. The difference was 2.1 percent. The same situation has developed in Samara (-6.1%) and Tyumen regions (-2.1%). In general, in Russia, the opposite picture was observed: prices in ads were on average 15.2% higher than those for which they actually bought housing.

Analysts attribute the dynamics of prices in the primary market, including the increased demand for housing before the change in the conditions of the Family Mortgage program from October 1. However, the surge in consumer activity in the second half of September has already ended.

At the same time, a large amount of unsold housing remains in the market of new buildings. According to the study, 84 million square meters remain unsold in homes under construction across the country.

In the secondary real estate market of Russia, prices also continue to increase. In September, the average cost per square meter of finished housing reached 131.7 thousand rubles, which is 1.2% more than the August figure. For the year, the growth was 12.1%, exceeding the rate of rise in price of new buildings.

Despite the all-Russian growth in real estate prices, the Penza region retains its position among the regions with the cheapest new housing.
