According to the investigation, the attackers created a multi-level system of deception, and also administered Internet resources, where false information about high earnings in the securities market was posted. They disguised their activities as real international commercial organizations associated with exchange operations.

“By acquiring contact details and information about persons interested in making a profit from investments on specialized sites, the members of the organized group made calls, electronic correspondence, audio and video communications using fictitious pseudonyms, posing as employees of shell brokerage companies. They established psychological contact, misled citizens about true intentions, reported deliberately false information about the possibility of a guaranteed or significantly increased income through the mediation of “specialists” of fictitious companies.

To give credibility to criminal activity, victims were sent electronic images of forged documents: contracts for the provision of brokerage services, a license for the right to carry out brokerage activities, letters of guarantee, insurance certificates, various investment documents.

Then the attackers received from them copies of passports and other personal documents, as well as information about their solvency. All the data obtained were organized and entered into CRM systems, which ensured their further use by other participants in criminal activities.

The defendants gave the victims links to fake Internet resources, organized their registration and creation of accounts with deposit accounts. Citizens were shown the possibilities of fictitious platforms, taught how to use accounts, formed a false idea about the existence of deposit management rights and the possibility of free deposits and withdrawals.

Then the group members dragged them into simulated exchange activities, managed their actions on shell platforms, showed fictitious high profitability of operations. As pretexts for transferring funds, both “initial deposits” and fictitious reasons related to replenishment for further trading were used, as well as allegedly necessary procedures: verification, listing, accreditation, clearing, insurance and others.

“In reality, so-called earnings existed only as a carefully constructed illusion. With the help of specialized software, attackers simulated the work of exchange services, formed pseudographs and demonstrated “capital growth”, fully controlling the picture that a person saw on the screen. The stolen money of the victims was transferred to accounts controlled by the participants of the organized group. In the future, they were distributed at their discretion, including spent on payment for various services to provide fraudulent call centers, including for activities to “unite the team,” the ministry said.

The investigation found out: in order to hide criminal activity, to give it the appearance of legality, the defendants opened several enterprises on the territory of the Republic of Belarus, rented office space, purchased computer equipment, anonymization tools, IP telephony, other technical devices and software products that ensured secrecy and continuity of criminal fishing. Recruitment of new participants was conducted through specialized job search sites, and interviews were conducted including using a polygraph.

In April 2025, the investigators together with the employees of GUBOPIK of the Ministry of Internal Affairs of the Republic of Belarus stopped their illegal activities.

Taking into account the international nature of these crimes, a joint investigative team with colleagues from the Ministry of Internal Affairs of the Russian Federation was formed to organize the investigation of interrelated criminal cases.

Investigators carried out a large amount of investigative and procedural actions: they interviewed the accused and victims, studied and added to the materials of the criminal case client databases and other data on potential victims, investigated digital traces, formed an automated database that allows sampling various information on various categories of persons and information.

In total, 82 victims were identified in the case, mostly older and elderly. The total amount of damage was more than 2 million rubles. To ensure the restoration of violated rights arrested property of the accused in the amount of about 2 million rubles, they also reimbursed more than 140 thousand rubles.

As a result of the investigation, 28 organizers and members of an organized group aged 23 to 56 years were charged under Part 4 of Article 209 (fraud committed by an organized group on an especially large scale) of the Criminal Code of the Republic of Belarus. With the permission of the prosecutor, he chose a preventive measure in the form of detention.

The investigation is over. The materials were sent to the prosecutor for transfer to the court.

The damage exceeded 190 thousand rubles. In the UK told the details of the detention of couriers scammers
