Telecom operators have postponed the blocking of calls of banks without markings

At the suggestion of the Ministry of digital services operators postponed the blocking of unmarked calls. At the same time, MegaFon has not yet received proposals from banks to conclude contracts, and T2 is negotiating with only one credit institution

The “big four” operators agreed to give banks additional time to conclude contracts for marking calls. The decision was made taking into account the proposal of the Ministry of Digital Affairs, representatives of MTS, Beeline, MegaFon and T2 told RBC.

MTS said it will not block calls from banks from October 15. “We hope that during this period financial institutions will take real steps to meet the requirements of the legislation on the labeling of calls addressed to their customers. To do this, it is necessary to conclude an appropriate contract with the communications operator, the press service of the company said.

Beeline is also ready to provide additional time to banks that have not yet concluded contracts for marking calls. The operator expects that during this period the parties will find a balanced solution that will meet the interests of customers and the requirements of the law.

The company stressed that the labeling helps subscribers to distinguish calls from real organizations from malicious calls. According to VTSIOM, 48% of Russians noticed an improvement in the situation with unwanted calls, 53% of respondents noted a decrease in the number of fraudulent calls, and 92% positively assessed the marking of mass calls.

According to a survey of Beeline customers, labeling increases contact by 20%, and the duration of conversations with recipients by 30%.

MegaFon said that it is ready to take into account the position of the regulator on the preparation of banks for the conclusion of contracts. At the same time, the operator said that he had not yet received proposals from financial institutions to resolve the situation. “We are waiting for specific proposals from them to conclude contracts,” the company added.

T2 expects banks to take advantage of the delay and begin negotiations with operators. “For now, T2 is negotiating with one bank and is waiting for proposals from the rest,” the company said. 95% of banks and most companies from other industries have already concluded contracts with operators for mass calls and marking.

In late September, telecom operators warned that from October 15, they could start blocking calls from banks without markings.

The Ministry asked telecom operators before the beginning of November not to limit calls from banks that have not yet concluded labeling agreements. Additional time is necessary for banks to complete negotiations and sign agreements, the press service of the department told RBC.

Mandatory labeling of calls from companies and individual entrepreneurs is valid from September 1, 2025. When calling, the subscriber sees the name of the organization and the category of the call. According to the Ministry of Finance, most credit and financial institutions have already concluded contracts.

The labelling dispute has been ongoing since the rules were introduced. In January, the operators of the “big four” ceased to show the standard marking of calls of Sberbank, VTB and Alfa Bank due to the lack of contracts. Instead of the names of banks, subscribers saw the mark “call without labeling”.

One of the reasons for the disagreement was the cost of the service: according to calculations of financial institutions, the marking could cost the banking sector 11 billion rubles a year. Banks also pointed out that the law imposes an obligation to label calls on operators.

The Ministry said that the labeling reduced the number of spam calls by 25-30%.
