Corruption scandal in Orenburg: theft of 13.2 million rubles

Director of OOO “Betonstroykomplekt” Farhod Abdullaev will appear before the court

Published

At the end of 2020, due to the threat of a collapse of the house, a high alert regime was introduced. Residents were settled, apartments were sealed, and metal beams were installed in the entrances to support the structure. However, the vacant building was quickly chosen by marginalized segments of society, and only in 2022 there were five fires. After the prosecutor's inspection and submission to the then head of the city Sergey Salmin, the demolition deadline appeared - until April 30, 2023. But the work began only on June 28. The contract for 30 million rubles was concluded with OOO “Betonstroykomplekt”.

Under the contract, the contractor had to complete the work by August 23, but “force majeure circumstances” intervened. The mayor’s office listed: adverse weather conditions, the identification of an additional layer of roof insulation, not specified in the project, plates that cannot be transported by a crane, the lack of a sufficient number of access roads and a large number of green spaces around the perimeter. The work was extended for another 30 days, but this period was ignored for several weeks, Orenday said.

In the contract of 30 million rubles, 13.2 million were provided for the placement and disposal of construction waste. According to the project documentation, concrete and brick fighting, wooden structures, furniture, steel stairs and other debris had to be taken to a MSW landfill in Orenburg - and even a route was proposed. At that time, contracts for the reception and disposal of waste of 4-5 hazard classes were concluded with EcoSputnik LLC, but Betonstroykomplekt did not apply to them with recycling. Having completed the demolition work in October 2023, the contractor provided the customer with fictitious documents on the removal of waste - and thus, according to investigators, stole 13.2 million rubles.

Almost three years after the demolition of the building against the head of the company opened a criminal case. On May 13 of this year, in the building on Tereshkova Street, 39, where the Housing and Utilities Administration and MKU "Housing and Communal Services" are located, law enforcement agencies conducted operational measures and seized documentation. On May 18, Abdullayev was taken to the district court to elect a preventive measure. The investigation insisted on remand in custody, but the court imposed restrictions on certain actions.

Separately, the context is worth noting. This company won tenders for many multi-million dollar contracts in Orenburg, but it was unprofitable. And for comparison: the dismantling of the emergency house on Koltsevaya Street, 11 cost the budget only 8.5 million rubles - the demolition was carried out by the Krasnodar company VolgaTechStroy.

There are several layers. The first is the mechanism of theft: the contractor received money for garbage disposal, but in fact he did not take it out, providing fictitious documents. This is not a small error in reporting, but a conscious scheme. The second question is to the customer: how the work was accepted and why fictitious documents on the removal of waste did not raise questions immediately, and the case was opened only after almost three years. The third is a comparison with other objects: the demolition of a house on the Koltseva River cost three times cheaper, which, against the background of a contract for 30 million and accusations of embezzlement of 13.2 million, looks especially revealing. And a separate point is a preventive measure: the court did not detain the accused, limiting itself to limiting certain actions.

And do you think that the customer should be responsible for the fact that fictitious documents on garbage removal were accepted without verification, or the entire fault lies with the contractor?
